景區(qū)簡介
清晏園是中國歷史上級別最高、延續(xù)時間最長、任職官員最多的治水古衙署舊址，也是我國治水史和漕運(yùn)史上唯一保存完好的總督級別的水利管理衙署園林。這座融自然山水、人文精神為一體的明清衙署園林的典范，有“江淮第一園”之美譽(yù)。
明永樂時，清晏園為戶部分司公署，距今已有600余年歷史。清康熙十七年（1678年），清政府在清江浦設(shè)官治河，河督靳輔在明代戶部分司舊址“鑿池植樹，以為行館”，后經(jīng)歷任河督整修，漸成規(guī)模。清代常駐清晏園的河道總督共有56任45位，歷時183年；漕運(yùn)總督31位，歷時43年。
清晏園曾稱為西園、淮園、澹園、清宴園、留園、葉挺公園、城南公園。1991年，景區(qū)更名為清晏園，占地總面積120畝，其中水面50畝。園內(nèi)亭、臺、樓、閣、假山錯落有致，曲徑、長廊、流水循環(huán)往復(fù)，四季花繁木盛，秀麗典雅。清晏園兼具南方園林之秀麗和北方園林之雄奇，為典型的古典園林。
清晏園是全國重點(diǎn)文物保護(hù)單位、國家水利風(fēng)景區(qū)、國家水情教育基地、國家AAAA級旅游景區(qū)，全國水利博物館聯(lián)盟組織副理事單位、江蘇省水利風(fēng)景區(qū)協(xié)會副理事單位、淮安市研學(xué)旅行基地、淮安市愛國主義教育基地等。
Introduction
Qingyan Garden is the former site of the ancient government office for water management with the highest level, longest duration and most officials in Chinese history, and it is also the only well-preserved governor-level government office garden for water management in the history of water management and water transport in China. This model of the Government office garden of the Ming and Qing dynasties, which integrates natural landscape and humanistic spirit, has the reputation of "the first garden of Jianghuai".
In the Ming Yongle period, Qingyan Garden was the office of Ministry of Revenue, which has a history of more than 600 years. In the 17th year of Emperor Kangxi of the Qing Dynasty (1678), the Qing government set up an official administration of the river in Qingjiangpu. Jin Fu, the river governor, "dug a pond and planted trees in the old site of the household division of the Ming Dynasty", and then underwent renovation by subsequent River Governor and gradually became a large-scale. In the Qing Dynasty, there were 56 river governors, 45 of whom were resident in Qingyan Garden, which lasted 183 years. There were 31 governors of water transport, which lasted 43 years.
Qingyan Garden was once called West Garden, Huai Garden, Dan Garden, Qing Banquet Garden, Liu Garden, Ye Ting Park, South Park. In 1991, the scenic area was renamed Qingyan Garden, covering a total area of 120 mu, including 50 mu of water. The pavilions, platforms, buildings, pavilions and rockery in the garden are scattered, with winding paths, long corridors and flowing water circulating. The four seasons are full of flowers and trees, beautiful and elegant. Qingyan Garden is a typical classical garden with the beauty of southern gardens and the grandeur of northern gardens.
Qingyan Garden is the major historical and cultural sites protected at the national level, the National Water Park, the National Water Education Base, the National AAAA Tourist Attraction, the deputy director unit of the National Water Conservancy Museum Alliance, the deputy director unit of the Jiangsu Water Conservancy Scenic Area Association, the Huaian Research Travel Base, and the Huaian Patriotic Education Base.
